Subspace Static Week 1 Year 196 - 29th December 1995  [Recruit]

***Space Battles***

A quiet week this week with a near miss for the Flagritz following the boarding of the Alien Mining Vessel. Luckily the ship was removed from the posted list in time to prevent a skirmish.

***Other News***

The ships Silk Road and Escobar have been sold for the sum of 150,000s and 100,000s respectively. The old captains thank everybody for their interest.

Happy New Year to all players.

Subspace Static Week 2 Year 196 - 4th January 1996  [Recruit]

***Space Battles***

The combined forces of the CNF, CIA and DTR caught and made an example of the IMP Blood Red.
The CNF Outer Limits attacked the AFT Moonstrike with finality. Let this be a lesson to all to acquire all the relevant permissions before wandering though hostile territory.

Subspace Static Week 3 Year 196 - 11th January 1996  [Recruit]

***Boarding Action***

The CLN Volga was boarded by the DEN. At present nobody has been injured.

***Ground Battles***

The DEN are on suicide manoeuvres for the greater good of the race.

***Other News***

Message from A. Crowthorne, Speaker for the DTR.
The CNF and DTR are becoming increasingly concerned regarding the number of frigates that have been sighted throughout the galaxy. Would the following ships please report to a CNF or DTR colony to explain their presence.
483, 757, 1082, 1120, 1314, 1330, 1729
You have till week 9 year 196 to comply.

Subspace Static Week 4 Year 196 - 18th January 1996  [Recruit]

***Other News***

Rubis - The Kastorian Military Junta will not tolerate agent actions in any of their colonies. The consequences will be swift and lethal. They have use of a system weapon that can vaporize a ship anywhere in Yank. YOU HAVE BEEN WARNED.

The CLN war drums are beginning to sound again. This time the DEN are the targets following the boarding of the CLN Volga and the destruction of CLN claimed treasure. If war comes to the Cluster, it is likely that a number of affiliations will use it as an excuse to settle old scores. If you want no part of it, stay clear of the Nexus and Solitude systems.

Message from the GTT.

Leonidas is willing to pay 1,000,000 stellars to any numbered account, no questions asked, on receipt of proof of the destruction of the ship - Ex GTT Utah (178). This bounty is NOT offered to RIP, RAT or CIA.

Subspace Static Week 5 Year 196 - 25th January 1996  [Recruit]

***Other News***

Control of the Skord System will soon be passed to the Kastorians in an agreement with the Empire. For this reason, as of week 7 no new outposts and colonies may be set up without contacting the Kastorians and receiving permission. This is to ensure the proper protection is given to all in Kastorian space and rightful ownership is registered. Further information will be published in the IGN.

DEN Back Down

Following the recent cry of war from the CLN over various injustices the DEN have backed down in the face of overwhelming odds. The leadership for the DEN saw it as prudent to agree to all demands from the CLN in order to prevent a war. The Volga will soon be with the CLN fleet again. The CLN are feeling very sure of themselves now and it is believed that the celebrations in Antioch can be heard around the planet. Where next will they lay down the gauntlet?

Subspace Static Week 6 Year 196 - 1st February 1996  [Recruit]

***Space Battles***

The RIP have been active for the first time this year and what an entrance it has been. Striking both sides of Yank Kastor divide they account for the dereliction and subsequent capture of four ships. Only the IMP Foxy Lady showed any form of resistance. This demure little freighter packed one hell of a kick and we all know which section it was aimed at. Some of the crew survived the attack but not the meeting with the Pirate King himself. Known for his sado-hedonistic fancies it is believed that the captains lasted quite a long time, not nice. The casualties were FET Rustbucket (358), SMS Retiever (3252), AFT TR74 (1506) and DIE Lone Wolf (6).

Declaration from the Clans:
All DEN ships scanned in the orbit or space square of planetary bodies in Clan space will be posted and attacked. This is in accordance with the terms of the surrender which the Dewiek leadership agreed to week 6.195. This declaration will remain in effect till week 32.196.

***Other News***

This week maintenance was unfortunately delayed for one day due to snow. I made it in but unfortunately the mail wasn't as successful.
The results of the questionnaire are rolling in thick and fast. The opinions are fairly mixed but most are complementary(maybe we are doing something right). Some of them are very funny so much so that one has now been given pride of place on my wall. There is still no overall leader in the needs improvement area.
The Skord system is now officially "owned" by the KAS from the beginning of this week. Make sure that you have registered your outposts before any skulduggery is carried out.

Subspace Static Week 8 Year 196 - 15th February 1996  [Recruit]

***Space Battles***

The IMP responded this week to the RIP attack of a few weeks ago. Three vessels located and derelicted the RIP Silhouette.

***Boarding Action***

It can now be revealed that a RIP ship with a Confederate dissident launched a brave attack on a former CIA colony (now CNF) last week. This threw the colony into chaos as the main defence was shut down. The colony responded this week with a counter attack against the ship and seized control. It is not known if the dissident survived.

SSL Auction
Due to internal politics (and some new legislation by the Emperor within the inner Empire), the SSL have decided to withdraw their commitment to expansion in the periphery (some have suggested that the Emperor's price is at least 100 times that of the Viceroy's). This means that their property will be sold off to the denizens of the peripheries. This will be conducted under the Viceroy's directions, with all that is not sold being relocated to the Inner Empire.

Transactions
Yep, we all make mistakes from time to time but recently have noticed more and more people are using the wrong areas of the ship for picking up and delivering from. There are two areas:- Functional and Cargo. In most cases, functional and cargo are both in the main section BUT ITEMS DO NOT WORK IN THE CARGO SECTION. Also if you are delivering, avoid the use of the term main. e.g. deliver 5 gpi from main. This gives the inputter a 50:50 chance of getting it right. It is even more frustrating for you when you have the same item in both main functional and main cargo and the wrong one gets delivered.

Subspace Static Week 9 Year 196 - 22th February 1996  [Recruit]

No battles this week but I can't see it lasting long.

***Other News***

The SSL sell off is going ahead with little difficulty. In order to keep all suspicion to a minimum please send all bids to myself at KJC (in a sealed envelope marked SSL sell off).

The rule book is undergoing the final stages of editing even as I speak.... YAHOO!!!!!
After that there is the printing, but it does appear to be fast becoming a reality. Excellent, then we can scrap the rules and go straight back to square one....erm..

Subspace Static Week 10 Year 196 - 29th February 1996  [Recruit]

***Space Battles***

This week convinced me that the RIP wrote the space battle program. They managed to attack the CLN blowing up four of their cheetahs and yet still only derelict an FET indiamen which they promptly boarded!!! This will not go down well in CLN Antioch. In another battle the RIP derelicted a grizzly, although it was completely unarmed? Could it be that the RIP have destroyed the CLN reign of terror.

The Dreaded Devastator
This seems to be the popular subject on the net at the moment raising tempers on all sides.
This is my version of the events. Some time ago the proposal for the devastator was put forward by the IMP Viceroy as the class eight ship for the affiliation. This was at the height of the CLN/DEN crisis with war seeming likely. Combined with this, there was rumblings from the Confederates concerning the Skord system. This meant that only cursory attention was paid to the devastator and at the time it seemed the next step, being of a similar jump that the sizes had taken so far. This was a big mistake, my only defence being that I am human. Since that time though I have done extensive work on the devastator and the implications of allowing the ship in the game in it's original form. First I compared it to the only other class 8 ship currently available. This is the Behemoth. This ship is impossible to use as a war ship, this lead me to the idea of making the devastator impossible to use as a trade ship. The ship's design would use narrow passages and small iris valves with everything battened down (this is necessary in case of a breach during combat, only small sections are lost. Look what happens when a super tanker is breached!). I now read on the net that the ship was actually wanted as a trade ship and not a warship. This surprised me as it was contrary to what I was told. I was under the impression that the ship was meant for war. It is clear that the trade restriction isn't popular. Since then I have run off many mock battles against most other ship types and numbers, using the standard IMP set-up. This will deliver more than 5000 points of damage in a battery.... BOOM. Not much can survive this. It will quickly become the case that whoever owns this ship could destroy opposition very quickly. Anything smaller than a frigate is not even worth considering. Not much fun for new players knowing that there ship can never go into battle till it receives a huge upgrade or even for other players that can't afford to run many positions. It's capability as game destroyer is to great in it's present form. As this ship is not yet in the game I feel that although I may be changing my mind, I am doing it for the good of the game.
My final point is that the IMP has worked hard to push a colony to class eight and deserve a reward, the unmodified form of the devastator is a time bomb.

Subspace Static Week 11 Year 196 - 7th March 1996  [Recruit]

***Ground Battles***

The FET showed their confrontational nature this week in a dispute with the DOM over an artifact from another time. Supported by the CLN the pair bombed the site in an attempt to recover the half buried item. The DOM suffered casualties. As of yet no detailed information is available, although an investigation is underway. This has all the merits of an intergalactic crisis. (Wasn't this how the CLN/DEN dispute started. It is interesting to note that although they are not leading this one, they are certainly involved).

***Other News***

So the RIP got away, shock! The grizzly is now back in the hands of the CLN but it's shipping days are over.

Subspace Static Week 12 Year 196 - 14th March 1996  [Recruit]

***Other News***

The first round of the SSL auction drew to a close with the sale of all the colonies. It would appear that despite their quiet confidence, the GTT did not get the former head quarters as it went to the SMS. This should prove interesting as tempers frey over the next few weeks. Will the IMP be forced to get involved or will it all be sorted out around the conference table? Not likely if the past is anything to go by. There are still a few frigates and patrol cruisers available for those players interested in a new ship. Again, enquiries are to be made to Geoff Jolly.

***It's Not Fair***

Turmoil continues in some corner of the galaxy over artefacts, which raises the question, are the CLN really FET puppets or just the FET in fur coats?
What are the CLN motives for their involvement in the attack? What do they stand to gain?

And it came to pass that the True One spoke unto his people, the Brotherhood and let it be known that he was displeased with them for the lack of teachings in the world, that other preached the false ways. The Brotherhood felt shamed that they should lose favour with the True One and with tears still staining their faces and blood their clothes from self flagellation, they mustered the forces. They saw upon the land an infestation, it had a name and that was Serenity. Their wrath was unchecked as they beheld the foul unfaithful teachings and with fire swept the land purging the evil, for the Brotherhood are a jealous people and in light of the True One no others may stand.

***Space Battles***

The CLN and the DOG brushed again for the first time in many months this week. The results were disappointing with only a single volley being fired.

MESSAGE FROM THE KASTORIAN MILITARY JUNTA
Yank and Skord are neutral territories, any attempts to jeopardise this will result in the removal of any and all positions of the offending affiliation via the use of MAXIMUM force. Agent actions are also considered to violate the treaty.

News is out that in an isolated incident, a bio augmented robot attacked and killed colonists somewhere in the Cluster. As yet no more information has been leaked.

Rumours of a coup d'etat in Sin City have filtered out this week. The former governor is believed to have been forcibly removed from office and now Mad Dog McAddie is in residence. A message broadcast from orbit mentions threats of annihilation of the palace, should total and immediate surrender not occur. All are awaiting the IMP's response.

Reports are coming in from distressed colonists which can only be described as a massacre. The unscrupulous use of space and lack of necessary life support led to the death of over 100 loyal citizens of the Empire. There has been a call from the survivours to question the captain of the St. Brenden.

Some colony orders that may be of use to players:-
TM (item number) - Gives the tech blurb for the item. Item must be in colony. Counts as 5 orders.
TL - Gives a list of the items researched by the colony.
AL - Gives a list of the items researched for the entire affiliation.

Official Notice from the Imperial Headquarters at Jax.

The Imperial Services are not authorised to interfere in the internal matters of another Affiliation's colonies unless specifically requested to do so by the Affiliation concerned. No such request has been received from the RAT in relation to recent events at Sin City.
The Viceregal Administration are concerned about the reported deaths of Imperial Citizens in transit between colonies on the GTT Behemoth St. Brenden. The GTT are to be requested to hold an internal enquiry into the incident and to report the results to the Viceroy's office as soon as the enquiry is completed.
Unofficial Notice - does this mean that the new governor at Sin City is not bound by the agreement signed by the late governor. Start building those guns. As for the GTT, another one for the sweepers. There must be quite a bump in that mat now.

Rumours are spreading concerning the spree of deaths that are plaguing certain colonies in the Cluster after the launch of their new artificial human.

All is quiet in the DOM/FET confrontation. Is it possible that things have been sorted out and nobody has to shoot anybody? If history repeats itself, not likely.

Update on the St. Brenden tragedy - Notice from GTT HQ
As usual the press get half a story. Commander Justonius, of GTT Saint Brenden, reports that he was recently involved in an experiment, involving the teleportation of goods and people from orbit to the planet's surface and back. This set of experiments is now completed, and the rest will be studied by the GTT Scientists. It is hoped that in time they will perfect the system.

Market collapse at Tortuga
Never before has such an incident happened. The complete buying market at Tortuga was closed this week as the colony plunged wildly into debt. The SMS are the candidates blamed for this tragedy, as they off - loaded as much goods as possible to cover their bid for the largest SSL colonies. As yet nobody has handed in their resignation but it is thought somebody may be fidgeting uncomfortably in their chair.

Colony Improvements
If any players have any proposals for improvements to colonies, could they write them clearly on a separate sheet of paper and send them in with their turns. All will be read and considered for the changes that will come into effect for class five colonies. There has already been extensive drafts drawn up, including private markets, specialist colonies, crime and motivation as well as another approach to the classification system and the factory output as a consequence.
There is no rush on this.

The SSL Sell - off Update
The IMP have announced that due to the current economical environment the deadline of the payment of the bids for the SSL colonies will be put back. As of the now, at least 60% of the bid must be paid by the end of week 17 to secure the option to purchase. They still do not get possession of the colony or ship until the rest of the outstanding bid has been paid.

Agent Activity
There has been a slight change to agent activities that should avoid the paranoia regarding the colony print out line, "Agent activity in your starport". From now on, if a agent acquires a market report then the line will read, "Agent acquired market report", nobody has to post anybody and the guns can be put away. This is also a zero risk mission. The reason for this should be obvious, sometimes it takes to long for the colony owner to respond and should save players a little bit of frustration. This has no bearing what so ever on other agent activities.

Trainee Turns
At present the affiliation recruitment officer receives a list of all the trainee positions available for recruitment. This is made up of all the ships designated TRN and turn 1. As those players that are generally interested in the game carry on for more turns and those who only wanted to run the free turn drop out after the first, it has been decided that the list will be made up from the positions registered as TRN and turn 2. This will mean a saving of quite a lot of money over the year for the recruiter and also means that the reply to letters will be greater.

GM Goes on Holiday
Yep I will be gone, out of here man, away, cheers and thanks for all the fish. But only for the last week in April (starting 21st, game week 18). So make sure you either send those special actions to be processed on the Friday before or save your TU's for that 140TU turn. Budget turns will not be effected and business will be as usual.

As Mica is on holiday this week, there is no game news but there is a update on what is happening with the BSE rule book.

The rules are now completed and are being laid out ready for printing. This will probably take a couple of weeks. When this is completed, they will then be sent to the printers. We would expect the finished books to be ready some time in May. All existing players will be given a free copy.
At the same time we are going to have new turncards and turnsheets. We are also in the process of redesigning the Training manual. One of the changes is that new players will start in Yank as it is more central. Photocopied versions of the new Training Manual will be used from now on. Mica has started on the Affiliation booklets and hopefully these will be along soon after the rule books.

It is our plans for all the printed materials for BSE to be matching, in a similar way to a set of wedding stationery. We know it has taken us a long time to get things sorted out but we wanted the rules to be correct when it was printed. When you see it, we hope that you will agree it has been worth the wait.

Boarding Action
In an overpowering display of force the DOM stormed the DOG Scourge. At present it is not known whether the crew survived as security is pretty tight. The reasons for this action are unclear but it may be for war crimes against the Clans and the new policy of mutual cooperation that is rising between the two factions. For more information on the subject please contact the DOM. It is still inadvised to book your holidays in the Cluster though.

I am currently working on the drafts for a new combat system for the game. The direction that I am hoping to take is that of a personal perception of a battle through the eyes of the captain of the ship with greater attention being paid to the enemy, support and defend lists. Your PD's have more information on the subject. Already this is proving to be no easy task but I will keep you informed as to the progress.

With the permission of the IMP the RAT have been allowed to build a large heavily armed party on Utopia. With this force, they destroyed the last traces of the Naplian resistance. Has Simms (Viceroy for the Imperials) finally lost his marbles. Maybe he has been indulging in cheap food exported from the inner empire.

***Space Battles***

The CLN are again strutting their furry stuff, this time attacking defenceless DEN ships while peacefully trading with DOM colonies. Luckily nobody appeared to have been injured although it could easily have turned out much worse for the CLN if the DOM had been involved.
The RIP took what could cheerily be described as a good kicking. A lone frigate ran into the FET Spoils of Battle. This FET ship is a veteran of the Cluster skirmish, when the CLN almost annihilated the other pirate group, the DOG.

***Other News***

Rubis has just recruited the aid of the most famous techie in the peripheries, Fisbo. If you have ever had dealings with him then you may find at the bottom of your ship turn that you can call in that favour that he promised.

The first of the Ships of the Line were launched this week from the Imperial shipyards at Jax. The crowds cheered and the party is apparently still in full swing. It is interesting to note that the very first to be upgraded was in fact an FET patrol cruiser. Good old Simms.

The Flagritz Darkfold Command reminds all interested parties that, as agreed with the Confederate High Command in the year 195, the Plague system is under the Flagritz Administration. It has been noted that a limited number affiliations have conducted activities in this system with no authorisation from the FlagDarkComm. It is reminded that every colony or outpost requires a permit from the FlagDarkComm and every ship conducting exploration requires an exploration permit. Ships are however, authorised free passage though this system for the purposes of trading. In this way, the FlagDarkComma announced that, as of 25.196, every illegal outpost or colony found on any planet or moon in this system will be confiscated, and every unauthorised ship or ground party will be fired upon. Every position currently active in the plague system and not registered should contact the
FlagDarkComm at once to obtain a permit to avoid posting and subsequent action.

Over the next few weeks the GTT will be conducting exercises on Capella. Therefore anyone planning to visit the planet's surface should first check with the range safety officer at GTT HQ, to ensure that they do not stray into a live fire zone.

The RIP have once again switched targets. Having grown bored of harassing the Imperial forces of the Capellan periphery and spending a short vacation in the Cluster pussy bashing, they have decided to assault the meanest bunch of aliens in the galaxy, the Flagritz. How they landed such a large ground force on the planet is still open to question, but what is known is that after a long and bitter struggle the Flagritz colony crumbled and fell to the RIP.

***Other News***

GTT Weapons Testing
The planet of Capella was shook to the roots and the population of SMS Little Italy had to remain indoors this week as the first of the orbital bombing tests were carried out. These were a surprising amount of stray shots for the manoeuvre, some landing within a few kilometres of the colony. These though have been put down to lack of practice, hence the need for more runs.

Message from the CNF
In response to the FGZ message in subspace week 20
The Plague system is not and never has been under the administration of the FGZ. The Plague system is subject to Confederate Law and no other Law.
The FGZ have totally overstepped their authority. They are not allowed to stop exploration or open fire on shopping. If they have had any problems with the occurrences within the system, they should have notified the CNF Central Command and not issued threats. No complaints have been received hence there was no problems in the view of the CNF. As this is the third time that the FGZ have violated the treaty, it is with some regret that the following action is to be taken.
1. The CNF order the FGZ to close its embassy and remove all its possessions from the Plague system by week 24 196.
2. The CNF will break off all diplomatic relations with the FGZ forthwith.
Relations will remain suspended until the FGZ decide that they wish to pursue relations in a less public and more civilised manner rather than resorting to intimidation and threats.

This week the Flagritz hit back against the RIP, reducing much of Captured colony to rubble. This took the might of many Baseships to accomplish but the results were impressive, unless of course you happened to be at the scene of the battle. Having heard that there was a RIP ship in the vicinity, the FET became involved and despite facing over a thousand photon guns, didn't lost a single ship.
The CIA made good its promise to destroy the RIP ship stealing CIA property. The Harlequin's Kiss received another thoroughly good kicking.
The GTT ship CNF ARE PUSSIES was reduced to atoms. Eye witnesses place the odds at eight ships and a colony to one, who said the Confederacy didn't have a sense of humour.

The CLN and the DOM came to blows this week but this time the boot was on the other foot with the DOM initiating the attack. Reports are that things did not go so well for the DOM and that the colony defences were breached.

Just to bring everybody up to date, the treaty of non aggression and rights of colonisation between the Confederacy and the Flagritz lies in dust. The reasons are long and complicated and here is not the place to discuss private issues. Since then the Flagritz invaded Confederate space with armed ships and the Confederacy was forced to respond. The CNF lead the attack on the scanned and posted FGZ ship but were supported by the DTR and BHD.
The FGZ defended their ship and the two sides clashed in a mighty battle. Casualties were taken on both sides. The battle at an end, the sides separated. After the battle there are reports of pirates attacking, but the results are not conclusive. It seems likely that they picked up the pieces from the fight, maybe even a few human ships.

From: CNF Central Command
To: Whom it may concern
As from week 25.196 all Flagritz ships are banned from confederate space. Any ships sighted will be posted and are liable to attack. Similarly any colonies or ground parties belonging to the FGZ will be posted and attacked.

More on the hostilities between the FGZ and the CNF

Following the recent Confederate victory over the Flagritz in the Plague system, the Imperial Viceroy was asked for permission for rebel ships to transit Imperial space enroute to the Flagritz home system, Inferno, to continue the conflict there. The Viceroy made the following statement:-
"I guarantee that there will be no IMP ships in SS 2535 in the Dorn system for the next 10 weeks and will not move a fleet into Inferno against the treaty with the FGZ. I would not even dispute your right to Inferno if you actually managed to get yourself wiped out."
It is believed Confederate forces will shortly be taking advantage of the Viceroy's generosity.

POSSIBLE POSTAL STRIKE
Yep those chaps are at it again. There is always the fax and the e.mail though e.mail should be sent to orders@kjcgames.com

***It's Not Fair***

The FGZ wrote a very long letter regarding the CNF attack on their ships accusing the GM of being guilty.
In summary,
The CNF had not just cause to attack for the following reasons:
The deadline they had imposed had not yet run out
The fleet were there with the purpose of defending valid FGZ interests and the lives of FGZ citizens against piracy.

GM response:-
At no time did the FGZ ask permission of the CNF to be allowed to bring fully armed warships into CNF space.
The AFT and the DOM have to abide by these restrictions while in CNF space, are the FGZ above the law?
The CNF requested the posting of two ships, on this basis, I allowed it. What the CNF then do with their ships is entirely up to them. When I pay for their turns, then I will run their ships.

I hasten to add that the FGZ have taken the set back better than any player during my time running the game. True role players.

The governor of the colony finds the GTT negligent during the Fighter Manoeuvres, and requests payment for the rebuilding of the RTS link destroyed (10,000 stellars) and crash site repairs (5,000 stellars).

Message from the Imperial Viceroy
The Viceregal Administration has noted the irresponsible activity by the GTT on Caplla, demonstrated by their using weapons in such a way as to endanger life and property in and around the SMS colony Little Italy.
Consequently the Imperial Viceroy has suspended the issue of all upgrades to the GTT until such time as the SMS have been compensated for any damage done to them by these activities and the GTT have shown themselves to be responsible members of the Empire and fit to be in possession of advanced weaponry.

New Research Project
There has been some interest in developing anti-chemical weaponry. My initial idea is to use 1mu of medical supplies and 4mu of chemicals to produce anti-chem kits. These are removed from a colony on a one for one basis in the event of a chemical weapons attack, although I would like a rule concerning security complexes and crackdown. Has anybody any ideas?

Yep that's right, the rumours are correct, I am currently working on new systems to be added to the game to allow for the expansion of the empires. I have been meaning to do this for some time but pressures of long term disputes that were in the game before I took over are now only just beginning to be settled (some never will!). I hope to add all sorts of galactic phenomena and already have drawn plans for planetary nebula, T Tauri stars as well as a connected binary. These systems will appear as and when they have been finished or according to the various scenarios that are being played out. Some should bridge the gap between Kastor and Straddle with a multiple jump connecting the current systems with the new ones. Other systems will need to be researched or discovered by investigating the ruins of ancient civilisations (still lots of thoughts on this). No doubt there will be a Huge war as every affiliation claims the systems in the name of their factions. This should give the new players important roles in the game as the race is on to find the new lands. I will keep you posted as to the systems open to everybody.
Unfortunately this work is very slow as individual sectors have to be plotted for each planet along with all the rest of the necessary information.

I was going to announce the numbers and jump points for two of the new systems in this subspace static but due to my haste I sheared the edge of the system maps during conversion....bah! Next week watch this space and the assault can begin.

The DOM and the CLN are busy negotiating a treaty for Dominion's peaceful exodus out of the Cluster periphery and relocation in other systems, the name of at least one being held as a secret. Tension mounts around the table with one false move resulting in all out war. The far reaching implication of this being that the Cluster will only have one affiliation dominating it.

Internal politics continues to disturb both the Capellan and the Darkfold peripheries and bids for greater autonomy are continually voiced. These are troubled times for everyone and calls for war are being heard more and more often.

Confederacy Leadership.
With the recent opening in the CNF leadership, I am looking for dedicated players that can negotiate and bring order to the Darkfold periphery. The positions have great influence and require players to stem the tide of Imperial expansion and propaganda. Obviously candidates cannot be considered that might hold valuable secrets of rival affiliations.

Further mail Strikes
We are sorry to inform you that the Post Office Union is planning further industrial action over the coming weeks. Their action has already been very disruptive to our service. The planned strikes are as follows: Friday 26th July, Wednesday 31st July, Thursday 1st August, Tuesday 6th August. The worst of these will obviously be the 48 hour strike but we would ask you to try to send your turns as much in advance as possible and also bear in mind that the strikes cause disruption in the postal service for several days after the day of the strike. If you have access to an E-mail service or a fax machine, we recommend that you send your turns this way until the dispute is over.

One of the first rules of space navigation is that if you are a lone ship transporting goods and the systems you are transporting goods though is unsecured, vary your routes. Never, ever take the same route back. This little tip was run home to the SMS Lightning (a dreadnought no less) being used as a transporter. Having been located by the pirates the week before it was surrounded and would would have been attacked had not the captain issued orders to move. There was a sigh of relief as it reached its destination and made various transactions. Taking off it then proceeded to take the same route but in reverse. The pirates were waiting. Unfortunately for both the captain and the pirates boarding was narrowly missed as the ship exploded into thousands of fragments. Rumour has it that it was carrying a consignment of the valuable SMS mines.

Those of you on the net may have heard rumours of a proposed improvement to the trading aspect to the game. To confirm rumours there have been three proposals issued and I am now looking to do a feasibility study. The reason for this is to avoid another SSL road show that took a lot of programming and was never actually used. If you were concerned that this would set back the battle program, the answer is no. I have a hell of a lot of work still to do just sorting out all the basics that will need programming in the first place. Anyway back to trading. Here I present one of them, this is solely for colonies.
The basis for this is the assumption that the galaxy has a number of traders who are unaligned and are either travelling though the periphery or just just trading between the colonies (what happens to those ships that mutiny etc..you get the picture). These traders will stop at the colony and offer deals to the governor assuming he is in office. These traders will make a number of offers that can be taken up, rejected or ignored by the governor.
The colony would receive up to about 3 (exact figure not decided) times the colony starport class in deals per printout (this is when the governor is in office or has found time to deal with traders). These may replace deals that have been rejected of fill gaps in deals that have either been accepted or run out of time. The deals would read as a list:-

DEAL ITEM ITEM NUMBER TRANSACTION TYPE NUMBER PRICE DEADLINE
1 Un. FACTORIES 26 BUYING 3 12000 35
2 Un. FACTORIES 26 SELLING 2 13000 36
3 VETERANS 111 SELLING 300 85 32

The colony order would be Accept offer, Offer Number, Quantity
e.g. AO 1 3 This sells three untooled factories to the traders.
or AO 1 0 This rejects offer number one.

The reason for the dead-line is to give the governor time to either find the stellars of to find the item that is wanted. If the offer is only partially accepted, the rest may be lost (not sure yet). The point to all this is if it is worth the effort. I need lots of feed back first. Please could all colony governors tag a little note in the special action box on their next colony orders (you will not be charged, don't worry) Your current print out frequency (PF). Your likely PF with the improvement. Your current average number of orders per PF. Your likely number of orders per PF. The main idea is that there is more for the larger colonies to do and even the smaller ones will gain something without having to have it delivered.

The Plague system was awash with photon fire as the RIP sever all ties with the Confederacy and capture an unspecified number of Brotherhood ships.
This action raised some peculiar questions. Are all space battles considered simultaneous, and if not which are run first and which later. In the past it has been run such that the battle in the space square is run first then all ships moving into orbit join those already waiting to fight for another one. The question raised was what happens if those in the orbit wanted to attack those in the space square, why can some ships after one fight in space have another against a colony as they are hard enough to defend as it is and if the attacking force in orbit wasn't boosted by those stopped in space the outcome would have been different as the colony would have had a second battle etc. etc.... As you can see lots of discrepancies and huge grey areas for exploitation by merciless players. I will run them simultaneously, process all orders then run other battle checks. As in the past though, I will restrict positions to one battle per location.

Market Receivers (Item 157, 2mu, used from main functional section).
In the interest of trade I have made amendments to the program allowing these devices to be used. They can be bought from Balmoral for a costly sum but allow a ship to receive the market report of any colony in the game for 20TU''s without actually having to travel to the location. I have had to change the date formed and the colony class to the starport scan instead to avoid abuse. The market message is also received so it may be wise to adjust them.

Ship Upgrades
There is a slight flaw in the program allowing undersized colonies to make use of ship yards. This is a simple problem to fix but as some may be making use of this, I will give you until the end of October to put matters straight. At which time should your colony fall below the necessary class, ships will not be able to upgrade (the ship yards will not be lost though).

Captain Ranks
A few PD's have asked why it takes a special action to achieve ranks above Vice Admiral. The reason is at this point it becomes more than a question of time, more of effort . A captain of a merchant vessel cannot be promoted above Vice Admiral unless his turn number is over 100 showing that he has put in the necessary time and effort. Captains of warships can only be promoted on the successful results of a battle in which they participated.

The tiny BHD fleet fought fanatically but very quickly became space dust when the Empire brought more than a dozen ship o' the Lines to bear. Even so they managed to derelict one of the FET SOL's. GM Markets
Yes those bastions of improbable buying and selling power MAY soon come under the eye of the GM. This will be as part of the game shift away from GM controlled factions. The idea is that by now there are numerous player controlled colonies of class 5 and above that are being severely neglected due to the superb prices offered by GM colonies. Now that Market Receivers are in the game, there is little excuse for not knowing a market. The first part will probably be a reduction in the buying prices of Thorn and Hypso by around 10%. This will be some time in the future though so you still have some time to off-load all that pulac and luxury goods. Just as a point of interest
for the forum discussion page, how do you think it would effect the game if the markets were severely reduced at GM colonies. It's back to that fine line, between improving trade between colonies and hampering expansion and growth of colonies.

Message from the IMP Offices Jax: Concerning Titan.
In order to prevent the BHD removing a ground party from the newly claimed System Titan, the IMP have declared the planet Mnemosyne a restricted zone. The planet has been blockaded and all Brotherhood ships will be shot at on site. This will cease when the ground party surrenders to the IMP authorities.

New items to research.
Players have often told me that there are many planets in the game that have excellent special complex resources but nobody would ever build a colony there due to poor GPI results and asked if anything could be done to improve this situation and allow exploitation of the natural resources. Up until now the answer has been no except under a few special exceptions. This is now a thing of the past thanks to some remodelling of the way in which outposts are recorded. You will also notice a slight difference on the colony printout that now states whether there are labs or mines at an outpost. When transacting with an outpost, the correct type (mine or lab) will be automatically removed or added.

BIOCHEMISTS - ITEM 221 - (2MU)
These specialists are the elite of the science officers. Their job is to find and exploit sources on alien worlds. They are used in the construction of field labs but may be used in the field to allow collection of up to 1mu of any item per special action that would normally only be produced in special complexes. It is not easy to train these people as first a biochemical database needs to be produced (1500 research points). After this project the Biochemists are built in factories (actually their testing equipment is) from 1mu mets and 50 research points (the life form is assumed to be added).

FIELD LAB - ITEM 209 - (200 MU's)
This item is basically a self contained miniature colony. They are set up in exactly the same way a mining outpost is but a special action is needed to establish the type of resource that is to be exploited. The rate of exploitation is 10% of that normally produced by a colony special complex. The outpost is limited to twenty labs or the maximum number of special complexes whichever is smaller. The outpost can only be set to produce items found in the region but each region can have an outpost. This is a 5000 point research project. Production required 200 metals, 10 fissionables and 2 biochemists.

Once established a field lab outpost is exactly the same as a mining outpost i.e. there is no need for special actions to interact with it. A field lab working at full output will be the equivalent to two special complexes (20 labs) or 10% of special complex production, if the maximum number of complexes is less than 20. Field labs have no other production except that which is available from the region. Obviously if more of an item is required then more field lab outposts can be set up in other regions of the same type, if applicable. In some cases it may not be appropriate to allow field lab outposts production of certain items. One other point, in terms of re programming etc. A few scientists will not resist an armed ship and if the outpost meant so much to the affiliation then they would have left an armed ground party with it etc...

Due to the launch of the new football game and still waiting for an acceptable person to fill the inputting vacancy, things may get a little chaotic over the next fortnight while I am away sunning myself on the Turkish beaches watching... ahem. Ship Debts
This grey area of the game needs some clarification. I have been thinking for some time on this and have looked at ways of solving the problem which is, who owns a ship and how much freedom is there for control and abuse.
this obviously cannot include aliens as players leaving an affiliation cannot take their ships with them. I propose the following scheme:- If a ship has a debt it is company owned. If it has no debt it is player owned and they can do with it what ever they like!!! If a ship is company owned it may not ever leave the affiliation and the PD may remove the ship from the player at any time as long as there is justification (if you used the company car to sell products for a rival company, they would not be impressed). If a PD removes a ship debt then during maintenance the ship will be reclassified as player controlled. If a company ship attempts to mutiny to another affiliation, then the captain is stripped of all rank, the ship is labelled as pirated and all ships owned by the offending
player plus any future ships may be posted by the original affiliation (this keeps it as an in game affair).
The stumbling block is the paying off of ship debts... current rules state that it is up to the PD to lower the debt in order to allow the ship to leave. This means that some PD's set a value of 100 stellars debt and refuse to accept payment thereby ensuring the ship will never leave the affiliation. This seems a little unfair on a player who has worked hard for the affiliation but now want's a change. Players tend to drop out rather than lose everything to start from scratch. I would prefer a debt to be only increased once per upgrade (3 million maximum). It is up to the PD to set a value that is believed to be worth the value of the ship and to be pre fixed, e.g. class 6 around 6 million or
something. Payment of ship debts may not be refused, thereby allowing players to eventually work off their debt. I have already set the program to register all ships with debts as company owned, also the PD ship debt order not allowing debt increases on player controlled ships to be activated, so PD's please make sure that all your affiliation's ships have debt on them just to be safe.
I leave this can of worms to you players to freely discuss and improve on.

Ship Debts - The discussion continues
Some affiliations want tighter control over their special affiliation ships and quite rightly so. KJC has little problem with this as long as the prospective member is fully aware that they may spend a year or two working for the affiliation only to have their ship removed from them when they want to leave as debt payment is refused. As I am still writing the affiliation booklet (which has all sorts of questions and answers and some of the more recent rules updates that missed the current rule book), I will include the standard policy of the affiliation as well as the debts.
Following on from this, can all the recruiting officers and/or PD's send a recruitment letter to be included in the booklet. This should be not more than a page and should give an overall outlook of the affiliation as well as the main policies.

Locating ships - Yep another order (maybe).
SHIP ORDER USED WHILE LANDED IN STARPORTS. Locate position X (where X is the position number)
Cost 10TU's and 1000 stellars, NOT a special action.
Due to the nature of the order time must be given for players to receive a copy of this and act appropriately. Therefore the order will be allowed from the beginning of week 50 pending new information (just in time for that wonderful Christmas surprise).

How the order works:-
As instantaneous communication occurs via subspace, it is likely that a ship will be in contact with the rest of the affiliation and possibly others. Hence there is the chance that the location of the ship will be known to a few undesirables. These are willing to sell the information to others captains at a price.
The chance of locating a ship increases as the number of weeks it has been inactive increases, but jammers in it's command section reduce the chance by damping stray transmissions.
Regularly run ships stand little chance of being located, but leaving your ship in the middle of nowhere for weeks at a time is just asking for a good kicking.
The order should add that little element of fear into the game as the pirates may be watching you. Bounty hunting (going after those ships on the posted list) is a must for psychotics but the order could be used for intelligence gathering by keeping an eye on a war fleet (if you can't detect any of the ships, you know it has moved).

This week launches the new ship order, Locate Ship as published in week 48. This can only be conducted in a colony. This budget action has a chance of discovering the current location of any ship in the game and costs 10TU's and 1000 stellars. Falconians to join the universe pending sufficient interest.
The rumours are partially correct so don't believe everything you hear down the starport. This player controlled affiliation is destined to become a real part of the game early in the new year all things taken into account. They are an alien colony based affiliation with a number of peculiar abilities (effectively stopping the furry human syndrome) that will add tension and suspicion to the game. Just to confirm a couple of rumours, they are host to the inconvenient alien plague (so be careful when dealing with them) and they have small ships.

Then Titan system experienced a short visit by a single RIP ship, but this still proved enough to capture an infiltrator after only a single round of combat. It is thought that a lucky hit to the life supports disabled the ship.
Deep in Darkfold periphery an Imperial long range cruiser made a daring assault on a Brotherhood posted vessel, unfortunately the Brotherhood ship shot back and despite only a twisted shield, the IMP Fal Dara fled.

Subspace Static Week 52 Year 196 - 20th December 1996  [Recruit]

***Space Battles***

The RIP initiated a tour of duty this week. Using only three little ships they caused havoc in the Darkfold periphery by nothing more than following a shipping route and attacking the vessels that were on it. Two ships were easily boarded despite taking only superficial damage.
The HVE after long weeks of preparation launched their first assault although the IMP proved more than a match. The next battle might not go so well for the IMP if this was just a test.

Claims settle in Solo and Faery

With the NHS bringing in almost a million troops into Solo and the GTT choosing it's moment to contest Faery at the same time, it seems the DTR and it's alllies either found it hard to find enough troops to respond or quite simply decided it wasn't worth the hassle as there were far more important matters to deal with in the Senate. Who knows what other life threatening topics they have to discuss, such as the correct biscuit to have with afternoon tea. The end result is that Solo and Faery, both systems with significant incomes, are now under control of Empire based affiliations.

GTT move to clear out the Dewiek Pocket Pheriphery

Having resorted to bribery to get other affiliations to move out of the DHP, with rumoured multi-million stellar amounts being offered, the GTT now appear to have cranked the pressure up. An AFT base has been attacked and a few of the nearby ships have been blown up and damaged by GTT warship class ships patrolling the area. As we write this report, information we have seen shows that the GTT have already taken 20% of the AFT base and fighting continues. We approached the GTT to ask why they are resorting to force and were told that they have had to move significant military power into the DHP to deal with ANT forces, so now they are mopping up all the resistance of other affilaitions that were asked to leave and decided not to.

BHD relics and trophies

Pope Akhenaten of the Brotherhood has been touting more and more wares that are unique to the BHD. If you are missing a holy relic and have no idea how to fill that little space in your living quarters then you know where to go. From robes to candles, literature to wine and novelty ornaments, it's never been easier to bring a little bit of the Brotherhood home and exchange your stellars for spiritual well being.

Solo claim swings back and forth

The situation in Solo appears to be getting even more heated. First the NHS dropped 600,000 troops to contest the system and then the DTR answered with enough troops of their own to trump the NHS claim. The NHS found yet more troops, taking the contesting claim up to 750,000 and once again the DTR answered, bringing Solo back under DTR control. Now the NHS have had a look down the back of the sofa and found yet more troops, taking the contesting claim to a massive 900,000 trained troops. We wait to see if the DTR have an answer to this. We can only guess where all these troops are coming from, but what is clear is that the established affiliations clearly have far larger armies than many thought.

NHS attempt to claim Solo away from DTR

In a shock move the NHS have contested the Solo claim with a huge garrison of 600,000 trained troops. In a move that nobody saw coming, especially as it was unknown the NHS had such a large force of troops to draw upon, the NHS seem to be provoking a response from the DTR. Currently there has been no word from the DTR in how they are going to deal with this claim jumping, although rumours are that they are pretending the Solo claim doesn't really matter to them and so action is unlikely. However this may be a smokescreen and we may yet see the DTR's powerful fleet cause havoc in the system of Solo, which has for a long time been an important junction and fought over by many different factions.

DNA Chairman TonTon resigns

The following communication has been leaked from the DNA to the GTT's PD.

Greetings CEO Fox.
It regrets me to have to inform to you that the DNA nation state will be renouncing its claim on Aladdin system following a ceremony planet side, shortly.
However, it gives me great pleasure to have to inform you that these ceremonies are being planned by Vladimir Tavikovitch, the South Road Traffic Coordinator. He is also responsible for all DNA and .ore. assets in the Outer Naplian (Capellan) periphery so if there are any further issues, please take it up with him.
For any and all other matters, please forward your request directly to the DNA directorate services at NexusID: DNA people.
The Foreign Ministry objects one last time to your illegal claim jump of Aladdin, but we realise it is time to de-escalate.
Normally i would sign off with Naambta, but doing so would be hypocritical. Let me say good riddance instead.
I hereby resign in protest!

Chairman TonTon,
Foreign Minister, DNA
cc: Directorate Services personnel coordinator - !urgent resignation!

DTR threaten WMB with fines for multiple breaches of DTR Law

Lady Sylvansight of the DTR has issued a fine of 1,000,000 stellars to the Wimbles for multiple breaches of DTR Penal and Territorial Law. This seems a very brave move of the DTR to risk upsetting the huge and warlike WMB when they also have the rival NHS Solo system claim to deal with. No word has been recieved yet that the Wimbles are going to pay, but if the formidable WMB warfleet is seen heading for the DTR home systems we will know what their thought are on the matter. The DTR and WMB fleets going head to head would be a sight to behold.

DNA and GTT clash over Aladdin system claim while Pirates look on.

The GTT have this week launched an attack on the DNA outpost in Aladdin, in what appears to be little more than a turkey shoot. Around 100,000 GTT Naplian Startroopers attacked the DNA position to remove the rival system claim. Reports indicate the DNA garrison were taken by surprise and lost control of the base in the first few hours of the fighting. The base has since been reflagged from [Free Naplian Capital] Peaceful Protest to [Loyal Naplian Capital] DNA claim Ended so it's fair to say there was a clear message being sent by the GTT. We have been waiting for the DNA leadership to comment but so far they have been unusually silent. No doubt when they have crawled out from under their desks they will have something to say on the matter.

While this attack was going on several pirate ships were also seen in Aladdin, according to the GTT in what may be true or may be a diversion, with reports of a pirate GP and scout being destroyed while a 150HH pirate warship slipped away and escaped from incoming anti-pirate patrols.

Secret meeting of the EEM

A recent communication intercepted by one of our top reporters today made us aware of a meeting of the EEM. This is underway in a top secret location called Black Pool, which sounds suspiciously like the lair of a pirate band. After pulling in many favours, we were able to identify some of the attending members. On the bases that they won't be named we were able to find out some slight information of the subjects to be discussed at the meeting and one thing is for certain, there could be huge impacts to the lives of everybody living in the galaxy. Details to follow. When the shadowy figures of the EEM come together with the top political players in a pirate base the possibilities are endless!

You are never more than 6 systems from a RAT 🐀

A new saying has arisen in the bars and spaceport of starbases throughout the many peripheries; you are never more than 6 systems from a RAT.

It is understood that this saying originated in Yank and spread by trade vessels to peripheries far and wide. Many starbases have heightened their security and added additional sensors and locks to various entry points including foul and grey water outfalls. Beer and drug stocks are undergoing increased proofing to avoid the critters gaining entry and consuming the stockpiles.

Will this present as a new plague of proportions never before seen or is this some simple urban myth being spread for the amusement of some mischievous entity? Who knows, but to be certain... check the shadows.

This year we will again be returning to the Briardene Hotel. They were welcoming, the bar didn't run out of beer pre-covid and there was room for quiet chats. Along with Wetherspoons there is the Victoria just down the road (Sam Smiths - last time beer was around 2 shillings per pint and a full round was less than £10).

Mostly drinking beer and talking toot though we have a good few things on the agenda.

Dog days are over

With the fall of the DEN and the implosion of their home territory as the AFT, DTR and GTT moved in, it was unlikely the Dewiek would rise again. The DWP gave the species a little hope with the Dewiek Pocket Periphery kept under lock and key. But news has reached us of the AFT's penetration of this private area of space that's been locked down. With a base and claim in one of the three visible systems it seems that the end of the Dewiek is near. A once noble and aggressive race, determined to make an impact on the galaxy is now little more than a species that lives under the command of others. A sad end to a once powerful species that used to control a significant part of known space.

Pirate activity continues

Yet more reports of pirate activity have been received, one from the WMB, losing a freighter in Solo and another from the FET who reported they had engaged and hit the attacking pirate ship with several weapons before it managed to make off with it's prize. Hopefully the pirate ship took significant damage and will now be out of action for some time. The Corewards periphery seems to have been plagued with pirates recently and many travellers would welcome a break from attacks.

MEK incursion into Corewards

The FET and GTT have mounted a joint venture into Nog-Kesri to tackle a MEK force. It isn't known where they have come from, with the only other MEK ships seen so far being located in the Orion Spur. The lack of a known link between where they have appeared in Corewards and the Orion Spur has caused some concern among planetary populations as who knows where they could turn up next! Fortunately the combined FET/GTT task force dealt the MEK a heavy blow and the threat has been eradicated. But we all know this is unlikely to be the last we hear of the MEK in Corwards and we would encourage ship captains to keep a keen eye on thier sensor screens when travelling near Nog-Kesri.

    Aladdin faces ongoing DNA/GTT tension

The tensions between the DNA and GTT in the Coptuv system recently spilled over into the DNA system of Aladdin. A significant party of GTT ground troops has reinforced one of their bases in the system and claimed it, forcing the system claim into turmoil as the DNA finds itself under threat of losing the system. With the DNA chairman asking for help, several affiliations have been seen sending ships to evacuate any in the local population that want to escape the GTT. But so far not a shot has been fired and despite the AFT, FEL and DTR assistance no reisistance to the claim jump has been encountered so far. It remains to be seen if the DNA and it's friends will scatter before this hostile take over or put in a last minute counter claim to thwart GTT intentions.

    Increasing pirate activity

Recent reports indicate a new surge in pirate attacks with the AFT and GTT reporting ships lost. Knowing how some don't like to advertise losses we wouldn't be surprised if this is the tip of the iceberg. Reports passed to us show the ship PIR Scavenger running ID 43174 and another ship of the same name running ID 68668 have both been in action with successful boarding attempts. It's unknown whether these are seperate ships or the same ship reregistered, but our information suggests that it would be hard for these pirates to cover the space where these attacks happened with just one ship. One thing is for sure, be on your guard as open space is not as safe as it once was.

GCE ships loitering in deep space

After the fall of the GCE and a lot of their assets being shared or purchased it was thought that the affiliation was no more. Yet deep space scans indicate that there is still a significant number of GCE warships holding station in deep space between Coptuv and Yank on the transport route into the Corwards Arm. Nobody knows what these ships are up to and why they are still flagged GCE, but our best guess is that are captains either awaiting new orders or owners after the fall of the GCE command structure.

    Tension in the Corewards Arm

With the DNA obtaining several ex-GCE bases in the Coreward Arm it has found itself in the middle of an asset grab of serious proportions and aggression. Our reporters witnessed several GTT troop carriers heading for the Corewards system as the DNA published information suggesting they were accidental owners of the system and that the assets were to be moved on. As the GTT ships started to arrive the bases were quickly passed to the CIA, thus thwarting the GTT intentions as they were hardly likely to start dropping troops on their allies bases. This shrew move by the DNA seems to have calmed matters in the Coreward arm temporarily, although the shift in relations between the GTT and DNA has taken a negative turn. When asked what their next move might be the GTT refused to comment.

    GCE collapse

The GCE are no more, save for some scattered light freighters. The affiliation which enjoyed a sharp rise and profiltable relations with many has ceased trading. Rumors point to the GTT buying up GCE assets before stripping the rival corporation of anything of value. Although our reporters at the SSS have been quick to point out that any GCE assets not in GTT systems have been taken over by both the DNA and FET. So it seems many different affiliations were able to profit from this development including a new group called the HSH who appear to have taken over the GCE war fleet. No doubt many in the peripheries will be watching with interest where these ships are used, who the HSH are and how they were able to get thier hands on so many warships so quickly.

    Secudus trials

In the Cluster Secudus has continued his trials, claiming to root out terrorists working against the Empire. With tends of thousands of beings being sent to the camps or worse. There is no sign of these actions stopping as the NHS clamp down on the locals and bring them under the harsh control of the Empire.

    Persistent Browser-Based Game (PBBG)

I’ve played on and off for approximately 10 years, over a 20 year spell. After some interesting debate on the in-game forum, I did wonder what, exactly, has kept drawing me back to the game, when for so many others I’ve generally lost interest after a few months.

Ultimately, I think it is a combination of automation (that allows the game to handle thousands of positions to interact on a daily basis) coupled with Special Actions (that allow the story arc to develop in a way that could not be catered for by a set of predefined list of available orders).
